* WHAT...Very cold wind chills ranging from 0 to 10 below expected.



* WHERE...Portions of southern Illinois, southwest Indiana, western 

  Kentucky, and southeast Missouri.

* IMPACTS...The cold wind chills as low as 10 below zero could
